I can confirm for the issue to occur:
-Non English Regional Format on Windows (Other language are fine, I'm using french language but my regional format is set to English (United States) and it works)
-Flight plan terminates at an Airport
-No extra factor known
All tested flight plan used unmodded airports (default X Plane 11 Scenery).

Maybe with this information you can finally reproduce the bug on your dev machine and catch it in action, so to speak.
Makes things way easier to fix, if you catch it in your own IDE.
Here's a little guide on how to change the right setting (regional format):
- Go to Settings > Time & Language > Language
- Add a language like German (Germany) and/or French (France)
- Go to Region
- Change Regional format to said language

Hi Jeff!
Sorry for this late reply.
So, when you switch regional format to french it cause the kernel error. I didn't test to any other language format.
However, if you switch only the language and not the regional format to french it works.
Regional format should be setted to english (united states) (any other english might be ok) to avoid the kernel issue.
My windows is French on my PC (I'm frenchman) and I changed my regional format to English (United States). With these settings I have no more the kernell issue.
Here is a picture to show you:
For Country or Region for my PC it is France.
For Regional Format for my PC it is English (United States)
I hope it will help you to understand.
