Hi -
This is a real puzzle! 
Thanks for keeping at it - it sure would be nice to find the problem - and then we could share the solution with others. 
It is very strange that at its core the fact is that the other programs are working fine but there is an issue with FSFS voice recognition on this PC.
My experience tells me that if there is an option that can be adjusted - give it a try - and examine the results. But what is left...? 
I am thinking along the lines of the sound devices themselves, which can be adjusted in the Control Panel of Windows. Of course this would need to be done with care as we don't want your other programs to stop working. But, perhaps you could take a look at their properties and see if there are any parameters than can be adjusted...?
