Good question!
I am pretty sure that this is not possible with the free version of FSUIPC but - I am not sure - it might perhaps be an option with the paid version...?
And again - we are in no way associated with Pete Dowson and get nothing from any sales made of FSUIPC!

I have the registered version of FSUIPC and I have not been able to find any option to change the location of the infobar... I am not saying that it cannot be done - just that I havent found it...
IF anyone finds out how to do it - please write it here, so others (me  ) can benefit from the wisdom!

I asked Pete Dawson about it, and he told me that far as he knows, the only way it to move the text - and then if you save a flight, the location will be saved with it (havent tried this out yet) SO if you have a default flight in FSX, you can load it, move the textline, then save the flight again - and every time you load FSX, you can start by loading the default flight, then make the changes in location, aircraft etc... and everything should be dandy.
BUT honestly - it seems like more trouble than simply move the textline on every flight...

Instead of moving the message window each time after startup of FSX/P3D:
Is there a specific command within FSX/P3D in order to fix the desired location of the message window permanently?

Did anyone ever figure this one out? Just curious...
I would think that it would have to be done within FSUIPC's task manager and it could not be done within FSX/P3D itself.
I see nothing in the respective cfg's that would indicate otherwise. The answer could be there(?), and I'm simply not seeing it.
And I would also assume that if it could be done by FSUIPC, that it would nonetheless have to be done with a registered version.
