After a reinstall of Win 7 I no longer get any voice command pack working in FSFS2011
In Credit I see
Enabled Details Packs:
VOICEPACK , CESSNA172
But in settings under Voice command the selection is greyed out and thus I can't choose a mode. Neither do I have any voice recognisation working in FSFS.
I have configured my microphone and run through 'train your computer to better understand you'

When I started FSFS at later occasion it was not greyed out anymore and now speechrecognisation is working inside FSFS. Don't know what was wrong before.
