FSX Flight Mode Shortcuts not working... Expand / Collapse

Hello,

  I am using the new 1.5 Demo with FSX Deluxe English version and FSUIPC 4.07.

I have removed all use of CTRL-SHIFT-Z, CTRL-SHIFT-X, CTRL-SHIFT-D, CTRL-SHIFT-1, CTRL-SHIFT-2 and CTRL-SHIFT-3 from the keyboard assignments so that I am sure there is no conflict with a current assignment using these hotkey combinations.

When I press ANY of these shortcut key combos, nothing happens.  The flight mode will not advance, back-up or report current status.

Everything else with FS Flight School seems to be working fine.   Just the flight mode shortcuts do not work.

As requested, here is my information for troubleshooting:

Exact Windows version:  Windows XP 2002 SP2 w/all latest security updates
Exact Flight Simulator version:  Microsoft Flight Simulator FSX v1.0 Build 60905.00
Exact FSUIPC version: 4.07 Dated Jan 24, 2007
Is FSUIPC registered? (It does not need to be, but we need to know if it is).  NO
 
PC RAM (Main memory):  2GB
PC Processor:  AMD 64 3200+ 2.08ghz
PC Video Card:  ATI Radeon X800 Pro/GTO
 
Names of any other Flight Sim add-ons running at the same time:  AirNav FS Live Traffic

Names of any other software applications running at the same time - we ask this because a number of programs such as Snag-It and Camtasia may conflict with key mapping.:  
Microsoft Onecare, Microsoft Windows Instant Messenger, ATI Catalyst Control Center, Adobe Reader

Thanks for the notes on how this was resolved which I have taken the liberty of posting for other interested FSpilots to see. Every question solved helps.

The problem IS the Air Traffic Control window, when open, blocks FSFS from seeing the keystrokes for Mode select.   If I close the ATC window, it works every time.  Thus, my issue is solved as the workaround is trivial.
